A detailed explanation of the specific transportation problems or deficiencies which have created the search for improvements.

What is a needs study?
The needs study is the document prepared by PennDOT which will present the project needs statements and the data and analysis supporting the project needs. The needs study is necessary to clearly identify needs and to achieve consensus on the problems before solutions can be developed.

What are the study area limits for the Needs Study?
17th Street (State Route 4010) between Interstate 99 and 12th Avenue and 6th and 7th Avenues (State Route 764) between Kettle Street and 31st Street.

What will be the steps following the Needs Study?
After the Needs Study is approved, PennDOT will develop an alternatives analysis to develop possible alternatives to address the project needs. The alternatives can consist of many conventional and non-conventional possibilities. PennDOT and various agencies will review each alternative and its impacts in order to develop the best fit alternative(s) for the corridor area. Public involvement is an important part of the entire study process and will continue through the alternatives analysis.

Why is the Needs Study important to me as a local resident, driver or property owner?
If you use, live or work in the corridor, the Needs Study results will have a long-term affect on your safety and driving experience. The Needs Study serves a significant purpose in identifying project needs in the study area. Once the project needs are established, the design process will move forward to examine alternatives to address the problems in the 17th Street and 6th/7th Avenue corridors.

What is the timetable for the completion of the Needs Study?
The Needs Study is scheduled to be completed in October 2008.

When will the first public meeting be held?
The first public meeting will be held in the spring 2008 at a location to be determined. The meeting date and location will be posted on this website and announced through the local media.
